| The problem
with the "Enter network password" popup is not so much
that you need to enter new data into them. The data is right there,
even if you don't check 'Save password' and you just hit Enter it
will use the already saved password (as long as you don't change
it). You can also hit Cancel/Escape and it will skip the account
and do it the next time.
In Outlook
2000, the POP account check would time out in the same manner.
If you had the Send and Receive dialog hidden (it would only show
in the status bar of Outlook) and you would only notice an yellow
exclamation mark now and then in the same status bar. On the next
automatic Send and Receive it would most probably not time out
and you would get the mail after all.
With Outlook
XP this changed and was fixed eventually by an update. But in
Outlook 2003 the problem has returned.
Somehow Microsoft
thinks it's very important that, even though you have your Send
and Receive dialog hidden that you receive a notice that Outlook
is not able to check the POP account. It looks like it will take
another patch from Microsoft to supress the Enter network password
popup and have the error showed in the status bar.
Penn State's
POP mail servers do not allow mail checks more often than two
minutes apart. Outlook 2003 will still display an error message
because of these restrictions. Here is a sample. You will be shown
the time remaining in the message.
Task
'email.psu.edu - Receiving' reported error (0x800CCC92) : 'Your
e-mail server rejected your login. Verify your user name and
password in your account properties. Under Tools, click E-mail
accounts. The server responded: -ERR vcv1 must wait 118 seconds
before checking mail again.'
To avoid
problems, wait at least two minutes between checks for mail. For

So for now,
just hit Cancel.
If new mail
will not arrive, even if you wait two minutes, you may need to
access your mail in another manner (ex: WebMail
or POPsickle)
and delete messages before they will begin to download again.
